Tóm tắt : | The International Conference on Primary Health Care, held in Alma-Ata in September 1978, issued a Declaration embodying the fundamental principles of primary health care and urging national and international action to translate those principles into practical programmes. The Declaration of Alma-Ata identifies several principles that apply equally to both developed and developing countries: health care should be related to the needs of the population; consumers should participate, individually and collectively, in the planning and implementation of health care; the fullest use must be made of available resources; and primary health care is not an isolated approach but the most local part of a comprehensive health system. These principles are not only relevant to the European Region but are actually being put into practice in several countries and analysed in many of the current programmes of the Regional Office. It is timely, therefore, to review the present situation in Europe, the problems that must be overcome in implementing the primary health care approach, and some of the developments that are taking place. vi, 40 p. |
