Under its programme of activities to deal with health problems arising from large-scale population movements in international tourism, the World Health Organization Regional Office for Europe convened a Working Group on the Public Health Aspects of Tourism in Torremolinos on 23–27 July 1973, with the objective of drawing up terms of reference for a practical guide on tourist health for the use of Member States in the Region lacking specific legislation in this field. Today we are witnessing a major expansion of tourism due to socioeconomic improvements and greater opportunities for travel through the development of motorways and air transport. The present study is concerned with the problem of large concentrations of tourists in very confined areas where the residents are greatly outnumbered by tourists during the high season, sometimes in a ratio of 1 to 20. This situation causes serious technical and financial problems in providing sanitation and health services for both tourists and residents, and in protecting the environment. The meeting was hosted by the town of Montpellier. The participants included public health physicians, sanitary engineers, ecologists and urban administrators from 12 countries in the Region.
