Drawing on lessons learnt from the ongoing war in Ukraine and other conflicts, this document provides actionable steps and a detailed checklist for retrofitting and operating shelters to maintain health services amidst challenges such as structural damage, supply disruptions and increased patient influx. Key areas include medical and logistical support, workforce training, mental health resources and the establishment of robust supply chains for essential items. Findings from a national survey of 617 Ukrainian health facilities highlight the urgent need for renovations, structural upgrades and adherence to local and international standards.
